UNANIMOUS VOTE NOT TO ACCEPT FEDERAL FUNDING

The Port of Camas-Washougal today announced a decision to not accept federal funding for airport improvements from the Federal Aviation Administration (FAA). At the July 19, 2011 commission meeting, port commissioners explained their rationale with the following statement: “After carefully considering all information available on this issue, the commission finds that it is not in the best interest… [Click here for complete News Release].

Purpose and Need Statement for Grove Field

The purpose of this Environmental Assessment (EA) project is to bring Grove Field into compliance with Federal Aviation Administration (FAA) design standards for the Airport’s existing Airport Reference Code (ARC) of A-I (small), while complying with Federal and State environmental regulations. The ARC designation of A-I (small) represents aircraft with approach speeds under 91 knots and wingspans up to 49 feet and a maximum weight of 12,500 pounds. The future ARC for Grove Field is B-I (small), and as such the project will be designed to that design standard. There are; however, no differences in design standards between A-I (small) and B-I (small), only that B-I (small) allows for aircraft with approach speeds between 91-121 knots.

FAA design standards, based on ARC, have been developed to guide airport development,including safety parameters for airport facilities based on different-sized aircraft. Airports accepting federal funding need to comply with these design standards for the “critical aircraft” at the airport. The critical aircraft at Grove Field is a Cessna 172 (A-I small), and the forecasted future critical aircraft is an Aero Commander (B-I small).

The project is needed because the airport currently has four identified deficiencies when compared to the FAA design standards for the critical aircraft:

  • Runway Runway/Taxiway separation (75’-125’ current, 150’ standard)
  • Runway length (2,620’ current, 2,970’ proposed)
  • Runway width (40’ current, 60’ standard)
  • Existing and future runway object free area penetrations by Delp Road and trees on and near the airport.
